Northumberland County, Virginia

Members present:

Other Staff Present:

Mr. Luttrell Tadlock, County Administrator

Mr. Drew Basye, Assistant County Administrator

Mr. Carl Hayden, IT Technician

1. Opening of Meeting 4:00 P.M.

Information: A. Call to Order

The special meeting was convened by Chairman Haynie and held at the

Northumberland Courthouse located at 220 Judicial Place, Heathsville, VA 22473.

2. County Administrator Items

Action, Information: A. Sheriff's Office Vehicle Payment Authorization

County Administrator Tadlock reminded the Board that the County did budget $171,493 in the FY26 budget under capital vehicles for the Sheriff’s Office. Mr. Tadlock stated that the Sheriff is requesting that a check be handwritten in the amount of $119,000 to purchase the four vehicles requested.

Supervisor Fisher asked where JW Auto Sales is located.

Sheriff Beauchamp explained that it’s located in Missouri.

Supervisor Fisher asked what kind of warranty is included.

Sheriff Beauchamp stated that they get 12-month/12,000 miles from the purchase, and JW Auto will communicate with the County’s mechanic of choice to resolve any issue within that time frame. He explained that three of the cars will have a rebuilt Missouri title and one will have clean title, so one vehicle will probably still be under factory warranty.

Supervisor Fisher stated that it appears that Sheriff Beauchamp is saving the County a lot of money here.

Sheriff Beauchamp stated that he is trying to, and they may be able to save a little more by staying overnight one night instead of two to save on lodging. This will all depend on how they feel when they finish at the dealership.

Sheriff Beauchamp also informed the Board that the rebuilt title will transfer in Virginia, but he talked with insurance and they’ll only insure the car for what it is worth, so if they file a claim and it’s a total loss, VACorp will prorate it as a rebuilt car and not reimburse for the full value of the car.

Motion to authorize that a check be handwritten in the amount of $119,000.00 to JW Auto Sales for the purchase of four vehicles for the Sheriff's Office that were included in the FY26 budget.

County Administrator Tadlock informed the Board that County Planner McKenzie is unable to attend the regular meeting on July 10, 2025, and asked the Board to consider scheduling a special meeting to discuss the County’s properties.

The Board agreed to hold a special meeting on July 23, 2025, at 4:30 p.m. to discuss the County’s properties.

Vice Chairman Brann asked Mr. Tadlock to bring back information related to a policy on the contingency fund.

Mr. Tadlock stated that he’s asked Davenport to pull that information back out and bring it to the Board.

Vice Chairman Brann asked if they could have it together by the next meeting for discussion. Mr. Tadlock stated that staff is working with Davenport to closely watch the fund balance, so that’s taking up a lot of their time at this moment but as soon as the County gets passed that he’s asked Davenport to come back and look at the policy with the Board.
