WHEREAS; Mr. Haynie demonstrated a deep concern for the welfare of the County citizens throughout his years of service in the most caring and professional manner; and
WHEREAS; Mr. Haynie was a faithful, hands-on board member who will be greatly missed for his dedication and willingness to serve his community; and

Page 3
NOW, THEREFORE, BE IT RESOLVED, THAT THE Northumberland County Board of
Supervisors, with the support of the citizens of Northumberland County, hereby expresses its deepest appreciation and gratitude to Richard F. Haynie for all his contributions and dedication of service to the County and its citizens; and
BE IT FURTHER RESOLVED, that the Board hereby thanks Mr. Haynie for all his hard work and dedication while on the Board and wishes him much happiness and good health in the future. Adopted: December 11, 2025
Motion to approve the resolution honoring Richard F. Haynie as presented to the Board.
Motion by: Chip Williams, second by: James M. Long.
Final Resolution: Motion Carried
Aye: James M. Long, Richard F. Haynie, James W. Brann, Chip Williams, AC Fisher, Jr. Information: B. Northumberland Little League
Mr. Cory Rice and Mrs. Sam Lewis, President and Vice President of the Northumberland Little League, informed the Board that the Callao Moose Lodge has helped them out a lot of the past three years. In large part, they’ve been able to put a metal roof on the concessions building, done major field renovations, and now this year they are able to offer free registration to every child in the County thanks to all of the lodge’s generous donations.
Information: C. Update from the Virginia Department of Transportation
Mr. David Beale presented his monthly report on behalf of the Virginia Department of Transportation. Mr. Beale introduced the new Assistant Resident Engineer, Hunter Goodman, as Mr. Carter White has retired from this position.
Supervisor Long reported ditch cleaning and asked if there were any changes related to the White Stone bridge.
Mr. Beale stated there have been no changes, but right now they are working on acquiring a right-of-way where Willaby’s restaurant is. Mr. Beale informed the Board that he will get the gentleman who is in charge of the bridge project to come speak to them once there is more information to share.
Page 4
Supervisor Fisher asked Mr. Beale to consider liquid chemicals on some of the secondary roads where their “snow fences” used to be years ago. He believes that there are a lot of bad areas that cause havoc on snow days.
Mr. Beale stated that he’d look into this.
Supervisor Long mentioned the intersection of Academic Lane and Northumberland Highway and suggested a different traffic pattern or a stoplight be placed there.
Mr. Beale stated that the challenge is the funding for this project. He explained that the funds he has control over are for maintenance and how VDOT maintains the system as it is today. If improvements want to be made, there needs to be a project identified and funding associated for that improvement. Mr. Beale stated that the most appropriate program would be revenue sharing which requires a 50% County match.
Action, Information: D. Library Virginia Outdoors Foundation Easement Request - Jane Blue
Library Director Jane Blue presented a resolution to the Board that will allow her and Mr. Tadlock to work together to take care of a deed of easement for the Library. The resolution reads as follows:
A RESOLUTION AUTHORIZING ACCEPTANCE OF A DEED OF OPEN SPACE
EASEMENT FROM THE NORTHUMBERLAND PUBLIC LIBRARY, INC.
WHEREAS, the Virginia Outdoors Foundation (“VOF”) has entered into a grant agreement with the Northumberland Public Library, Inc. (“Library”), whereby VOF is providing Open Space Lands Preservation Trust Fund grant funds to the Library in the amount of $134,228.30, for the creation of a pocket park; and
WHEREAS, VOF has requested that Northumberland County (the “County”) be the holder of a deed of open space easement, which is a condition of the grant funding described above; and
WHEREAS, the Library is in agreement with granting such an easement to the County; and
WHEREAS, the County is authorized to acquire and hold an open space easement pursuant to Virginia Code Section 10.1-1701; now, therefore, be it
RESOLVED by the Northumberland County Board of Supervisors this #th day of Month, 2025, That the Board hereby:
Page 5
1. Approves and authorizes acceptance of a deed of open space easement (the “Deed”) from the Northumberland Public Library, Inc.
2. Authorizes the Chairman or County Administrator, either of whom may act, to execute the Deed, in such form as may be approved by the County Attorney, and to take any actions and execute any documents, necessary and reasonable to effectuate this Resolution.
Adopted on this day, December 11, 2025
Vice Chairman Brann asked if the documents are ready for approval.
County Attorney Gregory stated that the resolution and plat look good. There was some complication with the way the different lots of the property were arranged so they had to abandon some lot lines and merge some parcels together, but that’s been done and the draft deed document looks to be in order.
Motion to approve the resolution authorizing acceptance of a deed of open space easement from the Northumberland County Public Library.
Motion by: James W. Brann, second by: James M. Long.
Final Resolution: Motion Carried
Aye: James M. Long, Richard F. Haynie, James W. Brann, Chip Williams, AC Fisher, Jr. Action, Information: E. Circuit Court Records Preservation Grant Request
Circuit Court Clerk Deborah Bingham informed the Board that they apply for a grant every year for the restoration of their records. She explained that the Library of Virginia goes through their records and recommends what books to be restored and then she approves it. The interested vendors get the information from the Library of Virginia, provide quotes, and then the grant application is submitted to the Library of Virgina. Mrs. Bingham stated that the application deadline is January 30, 2026, and they notify their office in April, the office notifies the vendor, and then a court order is prepared. It takes between six to seven months to complete, and then the Library of Virginia verifies the records, the Circuit Court office verifies their records, and then an invoice is prepared, and the money goes directly to the County Treasurer.
Motion to authorize Mrs. Bingham to move forward with the grant application process for the Circuit Court Records Preservation grant.

Collaborative Grant Request
Mrs. Jackie Clayton requested the Board consider allowing the Department of Social Services to accept a grant that they applied for with the other three Northern Neck counties and Essex. She stated that the program would be fully funded with no local match required, but it is on a reimbursement basis, so the County would have to fund the individual’s salary and wait to be reimbursed by the grant.
Vice Chairman Brann asked how long the turnaround time is on the reimbursement. Mrs. Clayton said no more than 60 days, but she’s planning on reimbursements every month. Vice Chairman Brann asked what happens to the individual in the instance the department does not receive the grant.
Mrs. Clayton stated that it’s a one-year grant and they have benchmarks to meet which allow them to extend the grant for up to 5 years.
Chairman Haynie asked what would happen if they do not meet their benchmarks.
Mrs. Clayton stated then they don’t have to fund it and the position would end, but she’s not planning on not meeting the benchmarks.
Vice Chairman Brann asked Mr. Tadlock if the County has the funds to support the program in the right direction until the reimbursements are received.
County Administrator Tadlock stated that as long as it’s contributed back monthly, there won’t be any issues.
Motion to authorize Mrs. Clayton to accept the awarded funds from the LDSS Resource Family Collaborative grant in the amount of $122,944.08.
Motion by: James M. Long, second by: Chip Williams.
Final Resolution: Motion Carried

Action, Information: G. Operation Ceasefire Grant Award Request - Sheriff's Department Mr. Caleb Smith reminded the Board that he presented two grant opportunities to the Board back in October, but the department only received the general grant in the amount of $1,635.00. Unfortunately, they did not receive the technology grant, which was the much larger amount. He asked that the Board consider allowing the Sheriff’s Department to accept the grant award in the amount of $1,635.00.
Supervisor Williams asked if he knew why the County did not receive the larger grant. Mr. Smith stated that the County has a relatively low crime rate, which is a good problem, but the grant was directed towards the Richmond and Hampton Roads areas and relative to those jurisdictions, our crime rate is much lower. He explained that it was a competitive need-based grant and other jurisdictions had a greater need.
Motion to accept the awarded funds from the Operation Ceasefire grant in the amount of $1,635.00.

Aye: James M. Long, Richard F. Haynie, James W. Brann, Chip Williams, AC Fisher, Jr. Action, Information: I. New Animal Shelter Proposal
Animal Shelter Manager, Gabby Vaculovicova, shared the importance of the animal shelter and the impact the shelter has on the community. She stated that the building was built 17 years ago and they have numerous problems with the septic system as well as the overall structure of the building, so the Friends of the Animal Shelter came to present a proposal for a new animal shelter to be constructed on County owned property, which would be funded by the Friends with the intent to donate it back to the County for ownership. Mr. Peter Williams and Alan
Page 8
MacEachin presented the proposal to the Board and asked for the Board’s guidance and advice on the feasibility of this project. Mr. Williams stated specifically they are considering placing the new shelter on approximately 15 acres of County land in Judicial Square near the courts or near the current animal shelter as these two areas have the space to accommodate a larger facility. They envision approximately a 10,000sqft steel frame structure as it gets built quickly, is cheaper to build and maintain, and is more cost effective. Mr. Williams stated that they are looking at an estimated cost of $1.75M – 2.25M depending on the rising cost of materials and labor. He informed the Board that the Friends of the Animal Shelter currently has $650,000 in hand to start the project and they plan to raise additional funds through fundraising, grants, donations and profits realized from the Friends’ thrift store located in Burgess which is a very successful business.
Vice Chairman Brann mentioned that the Board has discussed the County land on Judicial Square being used for the future of County Government but asked about the 60 acres of land behind the shelter.
County Administrator Tadlock stated that they would have to look at the topography of that land as well as the drain field as that failed several years ago, so the County rerouted another to the back right corner of that property.
Mr. Williams asked if they could have a liaison from the County who will follow the entire process as they move forward so communications go smoothly.
Supervisor Fisher asked if the Assistant County Administrator could serve as the liaison. Mr. Tadlock stated that he would discuss this with Mr. Basye.
Vice Chairman Brann stated that he’d like the County Attorney and Planning Commission to review the proposal. In addition, later on in the process, he’d like to find out what the operational costs are and what additional staffing this size of facility would require as well as where that funding will come from.
Supervisor Williams asked for County Attorney Gregory’s input on this.
Mr. Gregory suggested the Board move forward with the idea that the land would be leased to the Friends of the Animal Shelter while the construction takes place and then the land be donated back to the County once completed. Mr. Gregory stated that he doesn’t see why this couldn’t move forward in an orderly fashion.
Page 9
Mr. Kost, member of the Planning Commission, recommended the Board refer this to the Planning Commission to review the land use options in those locations.
County Attorney Gregory also stated that part of the Planning Commission’s role is to come up with budgets for capital improvements as well as the management and improvements to maintain the facility.
Mr. Kost agreed, stating that they typically start the capital budget review process in February, so the timing is perfect.
Motion to send the animal shelter proposal to the Planning Commission to help determine an appropriate location and develop a capital improvement budget for this project while keeping in mind the environmental and economic impacts.
Motion by: A.C. Fisher, Jr, second by: Chip Williams.

Assistant Superintendent Javornda Ashton provided an update to the Board regarding events and instructional updates on behalf of Northumberland County public schools. She shared that all three schools are fully accredited for the 2025/2026 school year.
Vice Chairman Brann thanked the school choirs for coming to perform at the County Christmas Tree Lighting.
Page 10
County Finance Facilitator Pica provided an update regarding the financials of the school and stated that as of October 1, 2025, they pushed out $995,276.44 in back payments and are about 75% current on payments. For the first time since November 2024, the school has actually posted revenue. Dr. Pica informed the Board that they’ve been working with the County Treasurer’s Office, and now the school, the state report, and the Treasurer’s Office all match and have been reconciled on revenue.
Supervisor Williams asked Dr. Pica if they still needed Mrs. O’Bier’s services. Dr. Pica explained that they do as Mrs. Swann shadowed her in the first month, then Mrs. Swann was learning it in the second month, and now she’s actually doing the payroll and Mrs. O’Bier is shadowing her.
Mr. Tadlock stated that they may need to extend that past the original expectation as they are looking at a few more things.
Dr. Pica agreed.
Action, Information: L. Nutrition Funds Carry Over Request
Dr. Pica stated that the carry over of nutrition funds is typically done every year in July, but she is doing it now. She explained that these funds are used for a shutdown of any major piece of equipment.
Chairman Haynie stated he thought that money was spent for new kitchen equipment a year ago. Dr. Pica stated that some equipment was purchased, but she believed that was money carried over from the prior year, but she will look into this.
Motion to carry over nutrition funds from FY25 to FY26 to line item 30-6000-6007 in the amount of $340,333.38.

Action, Information: H. Other County Administration Items
County Administrator Tadlock then provided an update regarding the dredging of the Little Wicomico project. He explained that there was a meeting this morning and they’ve reviewed the draft joint permit application so that is being finalized. The County plans to submit that next week. He stated that there’s also a section 408 Army Corps form that needs to be submitted as well. Mr. Tadlock stated that the easements are still currently being finalized and they are working with County Attorney Gregory on this as well as Mr. Thomas Bass in the community who will help us get those items distributed to those property owners where the dredge material is to be placed. He informed the Board that instead of going to the north side of the channel this

time, they are looking to place the dredge material to the south shore to help build the structure up.
Motion to authorize the County Administrator to sign and submit the joint permit application and section 408 of the Army Corps of Engineers form related to the Little Wicomico dredging project.
Motion by: A.C. Fisher, Jr., second by: James M. Long.
Final Resolution: Motion Carried
Aye: James M Long, Richard F. Haynie, James W. Brann, Chip Williams, A.C. Fisher, Jr. Supervisor Williams asked for clarification if not having easements or the spoils would delay the joint permit application process.
Mr. Tadlock stated that to his understanding it will not cause a delay. He explained that there are some notifications that VMRC likes to see which are being worked on but as far as the actual signature of the easement, VMRC should not need that in order to submit the JPA. Supervisor Fisher stated that VIMS was against any spoil being sent to the south 25 years ago when the river was dredged out, but he understands times change.
Supervisor Williams stated that he was on a conference call a while back and they are adamant that any shoaling is being caused by sand coming from the north side now.
Supervisor Williams asked Mr. Gregory for an update related to the easements.
Mr. Gregory stated that the draft easements are prepared but there is some updated language that the Army Corps of Engineers recommends being included, so they are going to make those changes to the documentation.
Supervisor Fisher asked about the section of the jetty that was gone at the water line. Mr. Tadlock explained that would be a totally separate project, as this is strictly looking at the dredging of the channel.

Mr. Tadlock stated that the assessor indicated that if there was additional time needed they would stay that additional time period.
Supervisor Long mentioned complaints related to RV’s and asked if that’d been addressed. Mr. Tadlock stated that Mr. Marston has addressed the immediate concern there, but the County is keeping an eye on that matter.
Vice Chairman Brann thanked those who participated in the Christmas Tree Lighting. Supervisor Fisher asked that discussion on the definitions related to solid waste ordinance be placed on the agenda at next month’s meeting.

He said a lot of people want it revised, and he expects this Board to take a look at it. He asked if it needs to be sent back to the Planning Commission and stated that the Commissioner of Revenue would need to be involved.
Page 17
Mr. Tadlock stated that he would talk with the Commissioner of Revenue to get his input. Vice Chairman Brann asked if the Commissioner of Revenue can come to the meeting next month to have discussion on this.
**Chairman Haynie requested a 10-minute recess.
**The Board convened into closed meeting at this time. See Section 8. Items Related to Closed Meeting.
7. Public Comments
Vice Chairman Brann asked County Administrator Tadlock to read the notice related to clarification on the reassessment. The notice is as follows:
County Clarifies: School Finances Are Not Driving Increased Real Estate Assessments The County is aware of recent rumors suggesting that the local school system’s financial needs are responsible for higher real estate assessment values. This information is incorrect, and the County is issuing this clarification to ensure residents have accurate, factual guidance. Assessments Reflect the Real Estate Market—Not the County Budget
Virginia law requires all localities to base real estate assessments on current fair market value. This means assessors must determine what properties would sell for in today’s real estate market. Assessment values cannot be adjusted to meet the County’s or the school system’s budget needs. The recent increase in property assessments is the direct result of strong real estate market activity, including higher home sale prices across the region. The financial condition of the school system—or any County department—plays no role in determining assessed values. Tax Rate Will Be Equalized
To ensure fairness to taxpayers, Virginia law also requires the County to calculate an equalized tax rate whenever reassessment causes the overall tax base to rise.
The equalized rate is the rate that would generate the same amount of revenue as the previous year, before reassessments.
The Board of Supervisors will review the equalized rate and may choose to adopt it or consider a different rate as part of the annual budget process. Any rate higher than the equalized rate requires an advertised public hearing, ensuring transparency and public input. Mr. Tadlock explained that the County is currently under an appeal process with the assessor so
Page 18
if anyone wishes to appeal their assessment, they will have to call 888-546-2855 no later than December 15, 2025 at 4:00p.m. and schedule a hearing with the assessor which will be conducted at 6958 Northumberland Highway at the former EVB bank/current School Board office. Mr. Tadlock stated that after the assessor holds their hearings, there’s a second part to the appeal process which is with the Board of Equalization. He explained that each Board member must appoint an individual from their district to serve on the Board of Equalization and that appeal process will begin in March of next year. Mr. Tadlock stated that the individuals will ultimately get certified by the Circuit Court and will have to go through training with the Department of Taxation.

Mr. Maurice Johnson stated that this assessment increase is not a surprise in his eyes and reality is what caused it.
Mr. Johnathan Harris asked for an update on the right of way dispute on County property on Dodlyt road.
Chairman Haynie stated that there is no update at this time.

Motion by: Richard F. Haynie, second by: James W. Brann.
Final Resolution: Motion Carried
Aye: James M. Long, Richard F. Haynie, James W. Brann, Chip Williams, AC Fisher, Jr. Action, Information: B. Revisions to the Northumberland County Zoning Ordinance, § 148-150, Piers, B. removing the prohibition of shelter roofs on private non-commercial piers, § 148-151, Boathouses to add Shelter Roofs in the title, add to A., (1) “Shelter Roofs shall not exceed 400 sq. feet, and 20 feet in height”, add to (2), (7), and (8) “and shelter roof”. In addition, revise the Table of Usages, to add “Shelter Roofs”, as a by-right use on private non-commercial piers in all zoning districts except R-1 (not allowed), and as a conditional use in R-4, and add “Shelter Roofs (with objections)” as a conditional use on private non-commercial piers in all zoning districts except R-1 (not allowed). Mr. Stuart McKenzie, County Planner, stated that the Planning Commission held a public hearing on October 16, 2025 and they unanimously voted to recommend the revision to be adopted. Provided in the Board’s packet is the modified language for the Board’s review. Mr. McKenzie stated that there was an individual present at the Planning Commission meeting who supported the revision and just this week he received an individual who objects to the revision who was not present at the Planning Commission meeting.
Page 22
Supervisor Fisher asked if VMRC has any say on this matter.
Mr. McKenzie stated that they do and the permit would have to go before VMRC if there are objections.
Supervisor Fisher asked who objects.
Mr. Marston stated that adjacent landowners are notified and if the waterway is less than 500 feet then those affected by the line of sight would also be notified.
Supervisor Fisher asked Mr. Marston what he thinks about the revision.
Mr. Marston stated that there is a process right now where the state does allow this, so this would be correlating the County ordinance with what the state allows.
Chairman Haynie asked what if all applications were conditional use and had to come before the Board as this would limit the amount of them and give everyone a say.
Mr. Marston stated that is certainly a possibility if that is the Board’s pleasure. Supervisor Williams asked for Mr. Gregory’s opinion on this.
Mr. Gregory stated that the Planning Commission recommended approval and there’s a process that if there’s an objection then it can trigger the conditional use permit which would require a public hearing so there is some protection. He cautioned the Board on making this a conditional use permit for all of them, they’d be looking at a lot of public hearings.
Supervisor Williams stated if they approve the ordinance and no adjacent landowners object, he doesn’t believe the Board needs to consider the matter.
Public Hearing Open.
Mr. Hal Bell thanked the County’s hard work put into these revisions and hopes that the Board moves forward with the draft language.
Mr. David Mattera stated that these roofs will distract the beauty of the area and cause debris in the water. He urged the Board to contact VMRC and get their opinion on this matter and urged that the Board does not move forward with the revision.
