Meeting Minutes
1. Meeting called to order at 2:00 pm.
2. March 10 - Meeting Tasking Status
Determine dates for 2026 Primary.
o 26 May Last Day to File
o Call on 27 May to define the remaining Schedule
Clarity on Kilmarnock Council and Mayoral Election
o No Primary for this local election
3. ELECT Advisory, 21 May 2026
o 27 May Web Conference from State ELECT
4. August/November Supplies and Equipment
• Machine Thumb Drives required for Primary & General Election
o Have 39 ready for
o More available in the courthouse (27 May, 1pm Archive Inventory)
• Blank Ballot Paper required for On Demand ballot Printing (4,000 sheets)
• Absentee Ballot Material (for 1,000 voters) to be finalized with the registrar.

5. OoE Roster Status
• For April 21 Special Election, 36 responded available & 17 not available = 53 total.
• We had 30½ on election day for 5 precincts and CAP. Need 33-43 for election day.
• Need to recruit!
• Electoral Committee Chair will contact Party Chairs.
6. FY 2026 Budget Discussion
• Budget Transfer requests sent to adjust fund availabilities per line time.
• Attempting to develop a per election cost for labor and supplies
• Other End of Year Analysis ongoing.
7. 2026 Calendar Review
• Candidates have until 24 May to file
• Assume 28 May as NET date for State Ballot Certification (TBD)
• Early Voting Starts 18 June
o Set the Late for L&A – 16 June, 9 am.
o Electoral Board – 2 pm
8. Precinct Layout Review Status – postponed for future discussion.

o Secretary will take the lead.
