Mr. Tadlock stated that those monies were placed in the VIP CIP revenue account, so in order to expend those funds they need to be placed in the expenditure account.

C. Budget Discussion
Draft_FY27_Budget.pdf FY27_potential_reductions_additions.pdf
County Administrator Tadlock presented potential additions/reductions identified in the amount of $753,000 which can be found in the attachments. With the potential cuts, if the Board is looking to maintain the 20% unassigned fund balance, the County would be looking at a 54 cent per $100 estimate in real estate tax. He explained if they considered a 53 cent tax rate, it would maintain about a 19% unassigned fund balance, however all of these are estimates due to not knowing the supplemental appropriations the County is going to run into
throughout the year.
Chairman Brann wants to take a closer look at the documentation provided and get back with Mr. Tadlock on how they should proceed.
Vice Chairman Williams stated that the Board needs to decide where they want that unassigned fund balance to be, and he's not sure that recovering the full 20% all in one budget cycle is the way to go.
Supervisor Harris asked Mr. Tadlock if he could run numbers on where the County would be in two years if they considered a 51 cent tax rate.
County Administrator Tadlock stated he'd gather this information as best he can by tomorrow's regular meeting if they wish to carry further discussion on the budget then or if they'd like to schedule a budget work session next week the Board could do that as well.
Supervisor Harris asked if the departments and outside agencies are aware of the potential cuts being considered.
Page 3
Mr. Tadlock stated that some of the internal departments were made aware when they held the budget meetings, but the outside agencies have not been notified in some cases as they are proposed to receive level funding.
D. Resolution - Gardy's Mill Pond Restoration Support
Chairman Brann stated that Mr. Tadlock reached out to Rob Wittman and he has reached out to Hillary Pugh Kent regarding Gardy's Mill Road. A resident of Gardy's Mill and Hillary Kent would like to see a resolution be approved by Northumberland County in support of restoring Gardy's Mill Pond. Chairman Brann would like to see the County move forward with this and pass it along to Westmoreland County in hopes they will adopt the resolution as well. He stated that Delegate Kent and Senator Stuart are going to work to seek funding to get that restored.
Motion to authorize staff to draft a resolution in support for restoring Gardy's Mill Pond and to reach out to Westmoreland County and request that they adopt a resolution in support as well.
Moved by: Keith Harris; seconded by: Al Fisher
Aye: James Brann, Chip Williams, Al Fisher, and Keith Harris
Not Present at Vote: James Long
Motion Carried 4-0
Supervisor Fisher stated that the Board needs to sit down and discuss land-use further rather than pushing it down the road and laying in limbo.
Chairman Brann thought that the Commissioner was going to look at the numbers and present some adjustments.
Mr. Tadlock stated that he will reach out to Mr. Thomas and see what recommendations he may have.
