Action: A. Emergency Services - RSAF Grant Application Request

Page 5
structural firefighting PPE for him and the Assistant Chief. He stated that he received an updated quote this morning related to the PPE and instead of a $90,000 request, he’s requesting $61,063 which would potentially require a $30,531.50 county match as it is a 50/50 grant. Chief Bailey explained that the intent is to pull the funding from EMS Billing monies rather than the general fund.
Vice Chairman Williams asked if this would be replacing equipment they already have. Chief Bailey explained it would not. This would be new assets purchased.
Supervisor Fisher asked if this equipment is usable for all staff.
Chief Bailey stated that the inseams can be adjusted to meet the staff needs, but the structural firefighting gear for the Assistant Chief and himself will be fit to size.
In addition to the PPE, the second project would be for ventilators to improve airway management during extended transports. The funding request is $40,000 which would potentially require a $20,000 county match, also coming from EMS Billing monies. Vice Chairman Williams asked how much is contributed to the EMS billing account annually. Chief Bailey stated that he could get this information for the Board.
Chairman Brann asked if he was going after 100% funding.
Chief Bailey stated that he is going to apply for all the funding he can get. Chairman Brann wanted to clarify that sometimes they turn down 100% funding but offer 80/20 or 50/50. He wanted to make sure the Board is aware Chief Bailey may not get 100% funding from this grant.
County Administrator Tadlock stated that the annual EMS billing amount is roughly between $250,000-$350,000.
Motion to authorize Chief Bailey to move forward with submitting the RSAF grant application for personal protective equipment and ventilators.

Action, Information: B. Commissioner of Revenue Land Use Discussion
Commissioner of Revenue Todd Thomas presented his report related to land use in the County. The report is as follows:
Total Parcels 19,032 of land in Northumberland County
Total Parcels in Land Use 1,217 – 6.39% of total parcels in
Agricultural Acres 22,666
Forest Acres 34,489.4113

2026 – Total land value shown currently that is subject to change based on hearings by the Assessor and Board of Equalization $1,580,868,600
Based on the 2025 vs 2025 figures this is an increase of approximately 26.72% in land’s total value
*Note that .01 cent on the tax rate is equal to: $289,402 in 2025
Mr. Thomas stated that it’s costing the County about .04 cents on the tax rate to preserve our natural resources and that’s what they did in 1987. He explained that forest land in the land use program has changed very little if any at all over the years and anticipates that open land will increase in value after the reassessment is finalized.
Supervisor Fisher asked when the last time agriculture and forestry acreage was adjusted to reflect the County.
Mr. Thomas stated that they haven’t been adjusted because the values have been so close. He suggested the County look at Lancaster and Richmond counties figures when the reassessment is finalized.
Supervisor Fisher stated that he was on the Planning Commission for 35 years and they never dealt with land use. He asked Mr. Thomas to consider scheduling a meeting with the Board to get some more education on the subject.
Motion to schedule a public meeting with the Commissioner of Revenue, the Planning Commission, and Mr. Jim Penney to discuss land use in the County.

Finance Facilitator Pica provided the Board with a financial summary that can be accessed in board docs. The payment backlog is under $200,000 and more revenue is being posted. Additionally, Dr. Pica mentioned a lot of cleanup is needed on the accounts but right now their focus is making sure they get the budget ready. She stated that the public hearing for the budget will be held on January 21, 2026 and there’s going to be at least eight options presented to the School Board. Dr. Pica also informed the Board that they received a lot of community and educator responses on the surveys that were submitted.
Supervisor Fisher asked if Mrs. O’Bier is still working at the school.
Dr. Anne Curran stated that she is for one more month.
Supervisor Harris asked if the principals of the schools can see the budget numbers when they are requesting money.
Page 8
Dr. Curran stated that they can but it’s not that easy, that is why they would like to get a new system.
Chairman Brann stated discussion on the new system will occur at the joint meeting. He wants to make sure that all key players are involved when it comes to any type of software changes or updates. He also would like to have a copy of the surveys and an update on where they are with FY25 invoices.
Action, Information: E. Sole Source Resolution For Burn Building
Fire Chief Phillip Keyser explained that the National Fire Protection Association requires a structural survey performed on the burn building every five years. He stated that the engineer provided him with a report that does not satisfy the safety requirements of the burn building, however there is grant money available. Mr. Keyser stated that they have until January 28, 2026 to apply for a reimbursement grant through the Virginia Department of Fire Programs and explain how they will use the funds to restore the building. If not completed by then, the burn building will have to be shut down, and they can no longer use it for fire training. County Administrator clarified for the Board that the total of the request is $102,077.25 and presented the two resolutions provided in their packets.
RESOLUTION

Action, Information: B. Supplemental Appropriation – Treasurer
Vice Chairman Williams asked why the County is responsible for postage on delinquent bills. Supervisor Fisher suggested adding that charge in addition to any late fees on the bills. Treasurer Pam King stated that individuals get penalties and interest added 10% the next day and then interest adds 10% for the year, but the office has to send out notices in order to collect the debt set off from the state. She explained that they could add the charge to the accounts, but it
Page 11
would be tedious as staff would have to add the postage charge to every account that is delinquent by hand.
Supervisor Fisher asked if they could increase the delinquent charge to cover the postage. Supervisor Harris stated that a 10% late charge is a hefty fine for one day already. Supervisor Fisher asked if she anticipates asking for additional funds for postage again next year. Treasurer King stated that she would have to if she doesn’t ask for more to be placed in her budget this year.
Vice Chairman Williams asked what caused postage to be 25% off from last year. Mrs. King stated they must not have estimated enough. She explained that it’s difficult to estimate due to the cost of postage increasing and not knowing how many bills the County is going to have (delinquent bills, dog notices, sewer payments, passports and DMV).
Motion to approve a supplemental appropriation to line item 10-1213-5201 in the amount of $10,000.00 for postage.

Aye: James M. Long, James W. Brann, Chip Williams, AC Fisher, Jr., Keith Harris Action, Information: D. Supplemental Appropriation - Emergency Services
County Administrator Tadlock stated that the Department of Emergency Services has implemented a fit for duty policy effective January 1, 2026, but they do need some additional funds for the fit for duty physicals.
Chairman Brann asked if this could come from EMS billing monies.
Supervisor Harris asked how many individuals this encompasses.
Chief Bailey stated that it covers all full-time positions as well as currently slated part-time positions. He hopes that number can actually come down and they return some funds to the County because the part-time positions that work in other municipalities also have fit for duty physicals done there that they are accepting on behalf of that jurisdiction.
Vice Chairman Williams asked what his thoughts were taking this out of EMS billing funds. Chief Bailey stated that the balance in that account supports it, but it would need to be put into the operating budget in the future.
Mr. Tadlock mentioned that future CIP projects have been earmarked to come from the EMS billing fund and the County will probably use some funds to offset some of the overtime and part-time costs.
Chief Bailey stated that there might be some pretty significant funds needed there with their overtime numbers due to current vacancies.
Supervisor Long recommended moving forward with using funds from the general fund.
Motion to approve a supplemental appropriation to line item 3203-5803 in the amount of $12,000 for fit for duty physicals.

Chairman Brann stated that there have been some issues with the new mobile radios due to poorly done work. He explained that the radio company had a meeting and they were willing to address the known issues rather than redo all the mobile radio installs. Mr. Brann stated that he requested that all mobile radios installed be re-evaluated because of the work that was poorly done. Since then, he spoke with the engineer from L3Harris and they have made some repairs on the known issues and are currently coming up with a corrective action plan to address all of the mobile installs. Chairman Brann stated that he is waiting for that plan and if he doesn’t receive it in writing, he will ask that the County not pay any more money to them until we get their attention to follow through with a corrective action plan. He said that he knows it’s a good product and it’s a shame that they had an individual that didn’t take pride in their work; however, that individual is no longer with the company.
Chairman Brann also informed Chief Bailey that the batteries for the handheld radios purchased were not extended life batteries and they are not holding up. He stated that they somehow need to put together some type of plan to get rid of the batteries that come with the radios and integrate into the extended life batteries.
Assistant Chief Harding stated that he reached out to L3Harris to get a quote for the batteries and is working with the departments to see the exact number of batteries needed.

Action, Information: J. Maintenance Truck Repairs
County Administrator Tadlock stated that the Maintenance County truck needs some repairs done and they wanted to schedule that service while the Supervisor was out on leave. Mr. Tadlock informed the Board that the total cost for repairs is $6,874.59 based on an estimate received from Bill Talley Ford.
Chairman Brann clarified that some of the work needed the local shops cannot perform. Supervisor Harris asked if there were any other bids.
Mr. Tadlock stated that he did receive one other quote from a local shop, but they were very similar. He stated that he could get the exact quote for the Board if they’d like. Chairman Williams believes the truck is too nice to not move forward with the work while the Maintenance Supervisor is out on leave.
Motion to move forward with the quote from Bill Talley Ford for the Maintenance truck repairs in the amount of $6,874.59.

Action, Information: M. Board of Equalization Member Pay
County Administrator Tadlock stated that the assessor has finished with their portion of the hearings and the next step is for the Board of Equalization to be formed. Recommendations are needed from the Board members so that we can provide that information to the Circuit Court Judge as the Judge is who actually appoints those individuals.
Supervisor Long recommended Mr. Garfield Parker to represent District III on the Board of Equalization.
Chairman Brann recommended Mr. Burnel Fallin to represent District I on the Board of Equalization.
Chairman Brann stated that he’s received some phone calls in regards to how citizens have been addressed during their meetings with the assessor. Individuals did not like how they were talked to when they were questioning why their assessments when up so high.
Supervisor Fisher stated that he had the same issue and he’s turned in that information to Mr. Tadlock.
Supervisor Harris asked if there is a certain percentage of people on the Board of Equalization that have to have a background in real estate.
Mr. Tadlock stated that there is a certain percentage and he’ll look at that and get that information back to the Board.
Supervisor Fisher reminded Luttrell that he recommended Mrs. Sandra Hargett to represent District IV.
Mr. Tadlock stated that previously the Board paid the Board of Equalization members $100 per day, but more recently localities have been looking at $200 per day. He explained that the members are required to take specialized training provided by the state and will receive the stipend set by the Board and mileage at the current IRS rate. Additionally, we would also need to

Adjourning property owners of the project sites have been notified (6 total), and all signatures have been obtained at this point thanks to the help of Mr. Tab Bass. Mr. Tadlock stated that the dredge material placement easement and pipeline easement have been finalized by the County Attorney, so they are in the process of getting those out. He explained that those will need to be signed, notarized, and recorded. Additionally, the County has to get an easement on the oyster ground area where that is being disturbed and VMRC will be taking care of the public ground portion. The plan is to submit an application through the Virginia Waterway Maintenance Fund through VMRC and the due date is being shifted from February 1, 2026 to March 1, 2026. The Planning District

9. Public Hearings 7:00P.M.
Action, Information: A. TABLED FROM THE REGULAR MEETING ON DECEMBER
11, 2025; Revisions to the Northumberland County Zoning Ordinance, § 148-150, Piers, B. removing the prohibition of shelter roofs on private non-commercial piers, § 148-151, Boathouses to add Shelter Roofs in the title, add to A., (1) “Shelter Roofs shall not exceed 400 sq. feet, and 20 feet in height”, add to (2), (7), and (8) “and shelter roof”. In addition, revise the Table of Usages, to add “Shelter Roofs”, as a by-right use on private non-commercial piers in all zoning districts except R-1 (not allowed), and as a conditional use in

R-4, and add “Shelter Roofs (with objections)” as a conditional use on private non-commercial piers in all zoning districts except R-1 (not allowed).
Supervisor Fisher stated that the same situation was brought to the Board’s attention over 20 years ago and the Board rejected it at that time. If an individual wants to build a gazebo on their waterfront property, it must be at least 100 feet from the water and now the Board is considering allowing to build structures on the docks. He believes approving this would be defying the Board’s logic and can see problems arising from this.
Vice Chairman Williams spoke in favor of the revision because the County already currently allows boathouses which in his opinion is much more offensive than the shelter roofs. In addition, the Board approved an ordinance a couple months ago allowing individuals to have boat canopies.
Chairman Brann asked if a conditional use permit is required for these projects. County Planner McKenzie stated if there are no objections then it is a by right use and would be administratively approved, but if there are objections then it would require a conditional use permit.
Supervisor Long would like to postpone the matter until next month and asked what neighboring counties allow this.
Mr. McKenzie stated that King George and Essex County allows it.
Chairman Brann stated that one of the key players is VMRC, so he would like to hear what they have to say.
Supervisor Fisher suggested Mr. Tadlock reach out to Jeff Madden with VMRC and see if he’s available to attend the next Board meeting to discuss this matter
