MINUTES

At the regular monthly meeting of the Northumberland County Wetlands Board held on March 10, 2026 in the Sheriff’s Office in Heathsville, Virginia at 5:00 PM:

Present Absent

Spencer Headley, Chairman, called the meeting to order.

Application No. 26-0255

Deborah G. Matthews Revocable Trust – to remove a 38’ portion of a failed bulkhead -like structure, install a 6’ return wall into remaining timber bulkhead and install 75 linear feet of riprap revetment along the shoreline of Hull Creek and 195 Gull Lane.

Joseph Scott, agent for the owner, described the project and informed the Board that the owner has done some planting trying to develop a living shoreline, but it didn’t work. He also noted that the bank was 30 feet tall.

After review of the project and there being no objections, Albert Fisher made a motion to approve the application as submitted for three years. George Rew seconded the motion and the Board unanimously approved.

Application No. 26-0150

Margaret Short – to install 130 linear feet of riprap revetment along the shoreline of Indian Creek and 449 Tuckahoe Drive.

Joseph Scott, agent, described the project. He informed the Board that there is a fringe marsh there already that is not protecting the upland bank so he didn’t think a living shoreline would work.
