1. Opening of Meeting 5:00 P.M.

Information, Procedural: A. Call to Order

The special meeting was convened by Chairman Haynie and held at the

Northumberland Courthouse located at 220 Judicial Place, Heathsville, VA 22473. Chairman Haynie informed the public that there was an error made on the agenda and closed meeting will not occur until the end of the meeting.

Motion to amend the agenda to reflect that closed meeting will occur at the end of the meeting.

Final Resolution: Motion Carried

2. County Administrator Items

Action, Information: A. Approval of the FY26 School Board Budget

County Administrator Tadlock stated that the Board requested that he run all the numbers as presented with the potential reductions and with a 0% salary increase. With both of these taken into account, the total school budget is $22,020,006; however, this figure includes a Finance Director position that the school is currently budgeting for. So, they’ve removed that funding for that position as that is tied to the recent memorandum of understanding that was approved by both Boards. That position would reduce their budget by $163,000, leaving the total budget at $21,857,006. The Board discussed leaving the school under categorical spending with quarterly appropriations. Mr. Tadlock explained, after speaking with the Superintendent, that debt service

Page 2

will be the only line item not broken out into quarterly payments and will be paid in full in the first quarter in the amount of $9,184. He clarified for the Board that the School Board total budget is $21,857,006, where the state and federal revenue is $7,463,252 and the total local funding would be $14,393,754.

Vice Chairman Brann requested quarterly funding, monthly reports, and before quarters are funded, he’d like quarterly reports from the Superintendent or the Finance Director once that individual is hired. He asked what the Board is going to do if they overspend. Chairman Haynie stated that he hopes with the monthly and quarterly reports, that the accounts will be reconciled and that they will balance, but if not, the Board would have to decrease their payment amount in the following quarter.

Motion to approve the FY26 School Board Budget in the amount of $21,857,006 with the local funding portion totaling $14,393,754. The school will remain under categorical spending with quarterly appropriations; however, the debt service payment will be paid in full in the first quarterly payment in the amount of $9,184. The Board is requiring monthly and quarterly accounting reports from the Superintendent.

Motion by: James M. Long, second by: AC Fisher, Jr.

Final Resolution: Motion Carried

Aye: James M. Long, Richard F. Haynie, James W. Brann, Chip Williams, AC Fisher, Jr. Action, Information: B. Approval of the FY26 County Budget

County Administrator Tadlock provided clarification to the Board regarding the 3% salary increases related to the state compensation board. He stated that those monies, unless given as a salary increase, cannot be absorbed by the locality. Additionally, when going back and reviewing the specific comp board positions, there were some individuals that were making base comp board salaries and state legislation requires that their salaries be increased by that 3% to follow the state comp board. He explained that they’ve made these adjustments so the figures he’s about to provide the Board include the updated figures and all the adjustments discussed at last week’s meeting. The total budget to be adopted is $49,102,121. Mr. Tadlock stated that this does include the $0.74 cent real estate tax rate, which is a $0.08 cent tax increase per $100. Vice Chairman Brann asked what this does to the contingency fund.

Mr. Tadlock stated that right now as it is currently presented, the County would not be dipping into the General Fund balance. He explained that it’s on the positive side of about $200,000 and with the additional monies coming in that were not approved through the School budget, that

Page 3

increased the undesignated fund balance by that amount, but that is going to be designated later on once the County establishes that finance department, so they’re looking at an estimated balance of about $3.2-$3.3M.

Vice Chairman Brann stated that’s not what’s going to be left once the County starts spending money from it.

Mr. Tadlock stated that it is going to depend on any supplemental appropriations that the Board considers because those would not be budgeted. Any appropriations that are not grant funds (in and out monies) would be coming out as additional funds.

Vice Chairman stated so the $1.3M overspending from the school will also be coming from the General Fund.

Mr. Tadlock stated that is correct and that his figures do not include the school’s debt. Vice Chairman Brann stated that there are several items in the budget that he would have voted no for and one of them is not granting County staff a raise. He stated that they’re all in a bad position to have to vote for a budget they do not agree on. Mr. Brann hopes that they will not be sitting in the same spot next year and hopes to see some improvement.

Chairman Haynie believes the Finance Director position will help keep an eye on the school budget and help that from getting out of hand.

Supervisor Williams stated that the new Finance Director will provide oversight to the School Division, and they’ll also provide it on the County side, which is not a bad thing.

Motion to approve the FY26 County Budget in the amount of $49,102,121.
