In plain words

Vernon Fridley applied to the Wetlands Board under Application No. 25-1197 to build 150 linear feet of timber bulkhead.1 The work was proposed along the shoreline of the Little Wicomico River and 494 Forest Green Road.1 On July 8, 2025, agent Roger McKinley described the project, and Jeff Madden spoke about a VIMS report.2 Madden said the bulkhead is not the best management practice for the Chesapeake Bay and could be located landward of the Board's jurisdiction.2 The Board unanimously approved a motion to table the application until the August 12, 2025 meeting.2 At that meeting, Philip Marston reported an email from Roger McKinley saying he was withdrawing the application and moving the construction above MHW.3

How a wetlands permit is decided

Work in tidal wetlands and along the shoreline, such as riprap, bulkheads and sills, needs a permit. The county's Wetlands Board decides these applications after an advertised public hearing.

Applications are also filed with the Virginia Marine Resources Commission, which assigns the application number used to follow a request.

The law: Va. Code § 28.2-1302 (Adoption of wetlands zoning ordinance; terms of ordinance). This describes the general process, not this decision.
