About the Wetlands Board

In plain words

Carol Price has applied under Application No. 24-1377 to construct 315 linear feet of vinyl bulkhead and install 46 linear feet of riprap revetment.1 The work is along the shoreline of Indian Creek and 2430 Bluff Point Road.1 At the August 12, 2025 Wetlands Board meeting, Mrs. McDearmon, agent for the owner, described the project, and there were questions about the bulkhead's location.2 Spencer Headley said the bulkhead was not in the Board's jurisdiction, and that only the 46 feet of revetment and the spur at the north end were before the Board.2 With no objections, Albert Fisher made a motion that the bulkhead is determined to be outside the Board's jurisdiction.2

How a wetlands permit is decided

Work in tidal wetlands and along the shoreline, such as riprap, bulkheads and sills, needs a permit. The county's Wetlands Board decides these applications after an advertised public hearing.

Applications are also filed with the Virginia Marine Resources Commission, which assigns the application number used to follow a request.

The law: Va. Code § 28.2-1302 (Adoption of wetlands zoning ordinance; terms of ordinance). This describes the general process, not this decision.
