G. John Kost - Twice a Year Tax Billing

Mr. John Kost presented the benefits and challenges related to twice a year tax billing in the County. He also summarized what our neighboring counties do in reference to their billing. His full presentation can be accessed in the attachments. Chairman Brann requested to hear from the Commissioner of Revenue and the County Treasurer on the twice a year tax billing.

Treasurer, Pam King, stated that there is a lot of confidential information in the office and they need to be cautious about who has access to it.

Vice Chairman Williams asked what their thought process is with removing the DMV services in that office.

Treasurer King stated that they would have to remove DMV services. They would not be able to operate efficiently with two tax times along with the DMV and other duties.

Supervisor Long asked if they had thought about asking High School seniors to help in the office due to the additional workload.

Commissioner of Revenue, Todd Thomas talked about the confidentiality of the citizens' information.

Vice Chairman Williams questioned if the Treasurer agreed with or has any discrepancies with the benefits or challenges in the presentation.

Commissioner of Revenue, Mr. Thomas stated in talking with their software administrator for Daveware, it will be a challenge to retain 20 years of history in the real-estate files and 5 years from the personal property file. Twice a year tax billing will double those files. He explained that the software administrator is retiring so they must move forward with new software.

Page 4

Treasurer King stated that tax time drains the department with just once per year billing. Twice per year would be dreadful for the department.

Keith Harris asked how other counties manage the twice a year tax issue. Treasurer King stated that the other counties have more staff.

Chairman Brann asked about putting together a budget for staff time and additional salaries.

Vice Chairman Williams would like to hear from the public on twice a year tax billing.

Treasurer King mentioned that there would be two different tax rates so the calculation of the bills would be much more difficult per the software administrator.

Treasurer King recommended that the citizens be polled because they are the ones that need to make the decision.

County Attorney Gregory reminded the Board that they considered twice a year tax billing back in 2024. The County prepared a draft ordinance, and at the time they decided not to move forward. If the Board decides to move forward with twice a year tax billing in conjunction with the constitutional officers, they could do so by ordinance, but a public hearing would have to be held.

County Administrator, Mr. Tadlock, agreed with County Attorney Gregory and suggested taking a look at all the comments made tonight over the next couple months, consider their options for a new software and get additional information. Chairman Brann suggested forming a committee to discuss twice a year tax billing in the County and the Board would bring this back up in a couple of months. He suggested the Commissioner of Revenue, the Treasurer, Supervisor Harris, the County Administrator and/or his designee, the Assistant County Administrator serve on that committee.

H. Land Use Discussion

Commissioner of Revenue, Todd Thomas recommended that the Board make no changes to the Land Use Program at this time.

Chairman Brann asked when the best time is to revisit adjusting Land Use rates if the Board so chooses.

Mr. Thomas suggested before the next reassessment and recommended the Board consider having reassessments more frequent than every six years so there is not such a large increase in property values. The County should consider having a reassessment every four years.

Ms. Corbin stated that she has been calling VDOT since 2024 to fix the problem but has had no response.

Chairman Brann said that he talked to VDOT and they were supposed to send out an environmental specialist to take a look at the problem. So far they have not.
