The state is taking about 152 tracts out of 607 that all qualify, and even some towns that have had a zone since 2018 will lose it. Somebody has to be speaking for ours.

Richmond says it’s looking for downtown revitalization and housing. That is Callao exactly: empty storefronts on the main road, and almost a quarter of the homes in this ZIP code sitting vacant.
