About the Wetlands Board

In plain words

Application No. 26-1463, from Penelope Weinheimer, asks to install 195 linear feet of riprap revetment, a rock bank covering, along the shoreline of Hull Creek and 162 Spinnaker Lane.1 The Wetlands Board took up the application on Aug 11, 2026, where Joseph Scott, agent for the owner, described the project.2,3 He said a living shoreline was not considered because the banks had eroded up to 4 and 5 feet high.2 He said stabilizing the banks would mean removing a lot of trees and grading the banks.2 There were no objections, and Albert Fisher made a motion to approve the application as submitted for three years.2

How a wetlands permit is decided

Work in tidal wetlands and along the shoreline, such as riprap, bulkheads and sills, needs a permit. The county's Wetlands Board decides these applications after an advertised public hearing.

Applications are also filed with the Virginia Marine Resources Commission, which assigns the application number used to follow a request.

The law: Va. Code § 28.2-1302 (Adoption of wetlands zoning ordinance; terms of ordinance). This describes the general process, not this decision.
